Raised in the sandstone of the Itacolomi, the Latin inscription "Is quae potatum cole gens pleno ore Senatum, securi ut sitis nam jacit ille sitis", means: "People who are going to drink, praise the Senate with your mouths full, because you are thirsty and it makes the thirst cease", demonstrating that the Senate of the Chamber, as an impersonal administrator, and not the Governor, delivered this work of public utility to the population.
